Ya its mostly just for lols. I do have ARP runes but i just wanted to see if anybody else has this.

From the looks of things i'd say im the only one...

You can get 15ARP just from marks...and that just owns your flat AD.

AD Glyphs and Seals aren't worth their price.
But you will have some good early game especially for FB.

I thought that Fran had already proven that Attack Damage Runes are better than Armor Penetration Runes.

Here's the link, but that's abso-fucking-lutely not what he's saying at all and I can't understand how anyone could interpret it that way if they actually read it.

AD is better for last-hits (something you should be able to do regardless) and the VERY early game, but "stop making sense around level 4-ish").

And of course this is strictly marks we're talking about. AD seals and glyphs are obviously awful.

EDIT: Thus most likely not worth it over arpen runes.
