And how do you plan to impose this new meta? More importantly, how does this change the current one, and what are its strengths and weaknesses?

i dont impose new meta.. all i say its just new ideas to try out, that may or may not work..

The biggest issue with the Rumble/Wukong Talon/Graves lanes is division of farm. The current meta is aimed at providing maximum gold to champions who desire it most.

Support + ranged AD also happens to be a very powerful lane combination that provides excellent dragon control.

if you own your lane (completely dominate bot)... you don't really need to divide the farm =/

Right now, the only thing i can see working against the current meta is AP/Sona or soraka bot, and a ranged AD carry that could own a mage in lane for mid. So pretty much only Ezreal, Cait or Tristana.

My brand new flawless meta idea: Everyone is jungling. Blazing fast clearing times and 5 man ganks. Counter that.

new meta is gonna be tanky dps bot with a supporter, so they can get farm without having to worry bout anything at all!
AD will go top and farm up there having to worry about jungler and mid due to having a much more exposed lane but will not have to worry about Dragon and then when it gets to late game they will be super farmed but also super ganked by the jungler and mid so they are super fed and will be good for Baron control! and as I see most tops get more CS than bot AD due to that lane being more agressive

No, see making a new meta will mean RIOT will need to make some huge changes to a champion role, like making carry's really reliant on lvl so they are going to need a solo lane.
Then the meta aboves actually is going to happen but if Carry's are going to scale really well with lvl they will be too hard to deal with because it will make them as impossible to gank as the tops are currently and will deal slightly more damage than the current tanky dps meaning all we get is which team has the best carry kinda game! so right now (I pick Graves=GG)

pretty much why the meta which applies right now is actually a "perfect meta" seen from my point of view it got plenty of aggresiveness in lane, can shift to teamfights fast or slow depending how the lanes and the other teams are behaving.

Support + ranged AD happens to be a total shit lane. Against the old fashionable double burst combo's they can't do shit, but you have to shut them down very very hard in order to win the game because the ranged AD scales so hard they won the game past 35 min.
