Despite both passives being "Unique", Boots of Lucidity and Ghostblade's 15% Cooldown Reduction are stacking together. I just played a game to test out Bunny Riven so I dicked around with getting as much Armor Pen as I could and accidentally bought the boots. With Brutalizer, Ghostblade and Boots of Lucidity, I had 40% capped CDR. Unfortunately Windows is being a cock and not searching thoroughly through the directories to find the screeny I took, so I'm going to see if this is happening on every champ or just Riven.

They are supposed to stack. Unique passives come into play when you buy two of the SAME ITEM (e.g. you cannot stack 2 Boots of Lucidity).

Exceptions are items that give similar effects (Generally because one builds out of another). Bonus mana from Tear, Archangel, and Manamune. Or the proc on Sheen, Tri-Force, and Lich Bane

Hes talking about the mana gain, not about the AP/AD gain.

To elaborate:

Mana gain is unique, max gained mana will always be 1000 even if you have 6 tears, having multiple tears/manamunes/AAs will NOT speed up the process (even if you build tear AND AA). They DO offer the flat mana and manaregen of every single one of them as they aren't unique stats. Having 2 AA WILL calculate the mana to AP ratio twice.
