Do the natural speed decreases revert when a slow is applied? Let me clarify with an example.

Through itemization and gear, lets say a Rammus is meant to peak at 1000 speed assuming no built in speed diminishing returns.

1000 == magically impossible baseline.
But, everything over 490 gets cut in half, so that 510(amount above 490) becomes 255.
Everything between 415 and 490 only is 80% effective, so that 75 becomes 60.

So, rather than moving at 1000, he is now moving at 730 due to diminish returns.
Now, he gets slammed with a series of debuffs that reduce his movespeed by lets say 70%.

Now, my gut instinct would be to say 730*.3 = 219 movespeed.

But, is the correct answer to take the pure number (before diminish returns) peek (1000*.3) for 300 (since none of this is above the point of diminishing returns).

I should really just test it.

/wave. Yeah, will be setting up a test game tonight with an Ashe. Who is the easiest consistantly high speed champ to test with that isn't immune to slows when going fast... Rammus I guess.

Diminishing returns are only applied if the speed after all speed modifiers exceeds a certain amount.

Bit of a delayed response, but I'm leaning towards all debuffs apply to total, unaltered movespeed before diminishing returns are calculated. I can't remember if this is just made up in my head or I actually read it somewhere.

If in fact I speak the truth, it would imply that movespeed buffs are a reasonable counter to slows.

If you plan to test this, Meta, I recommend that you use someone other than Rammus. I fear that if you slow him mid-powerball, he might actually accumulate movespeed based on his current (slowed) movespeed and, for lack of more precise language, it will jack shit up. I recommend testing slows on a Gangplank with max-level Raise Morale who just casted Improved Summoner Ghost.
