Does scepter's slow work with despair?

Yes it does, 15% as it is an aoe spell

Really? I read somewhere that it doesn't work for toggles or passives (such as Chogath's Vorpal Strike). It was a few patches back though, so did they change it?

Yeah it works with Amumu's Dispair and with Singed's Poison. I don't think Cho's spikes are affected though, no idea why.

Cho's spikes might be physical damage, but I'd need to check. The quickest way is going in with no armor/magic penetration and hitting the mana golem, because magic should deal 23% bonus damage. I don't like Cho enough to test it, even though it'd only take 3 minutes. >.>
I made a Janna guide that claims to be an AP Janna guide, and kinda-sorta is.

That's the description that is up on the Leaguecraft site about his ability. So yes, it is magic damage. So I guess Rylai's only doesn't work on passives? It doesn't work on Udyr's phoenix or Jax's ult does it?

It does, but Cho's spikes were an exception. Someone brought it up to RIOT but they didn't change anything. Let me see if I can dig up the thread.

When i used to play amumu alot, i would always get rylays. Nobody can escape despair.
