While I agree that Banshee’s Veil is a great item, I wouldn’t go as far as to say it should be bought against particular champions all the time. Mordekaiser is a prime example. Quicksilver Sash can take a huge chunk out of his damage by removing Children of the Grave + Ignite, but if he has been casting his combo on another champion on your team 95% of the time Quicksilver Sash is probably not a vital investment.

It’s a pretty simple item really and in my opinion a completely reactive one. Like itemizing all types of defense (except on tank champions), you get away with building as much damage / utility as you can, then itemize defenses according to threats. It’s like seeing being an AP carry and buying a ton of early armor because you see a fair amount of AD on their team. Yes it will help mitigate that damage but it’s probably more worthwhile to build your core or some more standardized items and see if the physical is indeed going to be a threat.

If you’re having trouble with debuffs, long duration CC’s or a pesky DOT then Quicksilver Sash is a cheap, effective investment to mitigate the problem. I wouldn’t buy it before I started encountering any of these problems though.
